The fraud call that crosses three countries before it reaches you is now a concern for two governments and a room full of telephone companies. On September 14, the United Kingdom signed a Memorandum of Understanding with the Cellular Operators Association of India, known as COAI, creating a formal channel through which both countries can work on online fraud, scams and other digital harms that have become an ordinary hazard of owning a mobile phone.
The document is short on drama and long on consequence. It commits nobody to a new law and announces no single piece of software. What it does is put the telecom industry, which carries almost every scam in its first minutes of life, at the same table as regulators and government departments in London and New Delhi.
A Crime That Travels Better Than Its Victims
Fraud has quietly become an export industry. A message may originate in one country, pass through networks in a second and send the recipient to a website hosted in a third. Once taken, the money moves through several more. By the time a victim reports the loss to a local police station, the trail has already left the jurisdiction.
The British government estimates that more than two-thirds of fraud cases in the United Kingdom have an international element, meaning the offender, the victim, the infrastructure or the money sits outside the country. Fraud against individuals and businesses is now the largest reported category of crime in England and Wales, and the government puts the cost to the economy at £14.4 billion across 2023 and 2024.
Those numbers explain why a national response, however well funded, keeps arriving late. They also explain why the British High Commission in Delhi has begun describing digital fraud as a form of organised crime that operates across borders, rather than a nuisance handled by consumer protection officers.
Why Telephone Companies Were Invited First
Banks catch fraud when money leaves an account. Police catch it afterwards. Operators see it earlier, because a scam almost always begins as a call, a text message or a data connection carried on somebody’s network. That position gives them a view of patterns no single victim could describe. A number that dials four hundred strangers in an hour, a block of new SIM cards activated together, a burst of messages carrying the same shortened link, all of this shows up as traffic before it shows up as loss. The agreement is built on the idea that the industry holding this view should share it.
Artificial intelligence enters here, and the announcement’s wording is careful about how. The two sides will examine how recent advances in AI and related technologies can make networks more resilient and help spot threats as they emerge. Systems of this kind can flag unusual activity, group scattered incidents into a single campaign and recognise behaviour that matches known fraud. None of that amounts to a cure. Prevention still depends on governments, regulators, police forces, banks, technology firms and operators moving in roughly the same direction.
Ben Mellor, the Acting British High Commissioner to India, described the present moment as an extraordinary period of technological change, with AI altering how communications networks are designed and secured. Industry partners, he said, are central to protecting citizens, businesses and institutions from people who intend them harm. He framed the agreement as evidence of a shared commitment by both countries to problems that sit between telecommunications and digital security.
The MoU also builds on two existing frameworks: the British Technology Security Initiative and the longer plan London and Delhi have published for their relationship through 2035. Both rest on a single assumption: innovation is only worth having if the public continues to trust the systems it produces.
India’s Next Phase of Connectivity
For India, the timing is not accidental. Mobile connectivity, digital payments, public services delivered through applications and commerce conducted entirely on a handset have all become routine within a decade. Each of those gains widened the surface available to a fraudster.
Lt Gen Dr S. P. Kochhar, Director General of COAI, said the country’s next phase of connectivity had to be intelligent, secure, resilient and built around the citizen. Telecom networks, he argued, will not merely carry AI workloads for other industries. They will themselves become systems that use AI to tune their own performance, harden their own security, improve service quality and shield subscribers from risks that did not exist when the infrastructure was laid.
This is a real change in how we understand a network. For most of their history, these systems were pipes, judged by how much they carried and how rarely they failed. They are now becoming instruments that analyse what passes through them and act on what they find.
The difficulty follows immediately. A system accurate enough to stop a scam campaign will occasionally stop a hospital reminder or a family member calling from abroad. Automated decisions of that kind touch privacy, require explanation and need a route of appeal for the person wrongly blocked. The agreement settles none of this, but it creates a forum in which two regulatory traditions can argue about it usefully.
The First Formal Meeting
The signing took place alongside a COAI panel discussion, which the British High Commission has called the first formal collaboration between the United Kingdom and COAI. The guest list is the most informative part of the announcement. The Telecom Regulatory Authority of India attended, as did the Department of Telecommunications, along with Vodafone, Jio Infocomm and Bharti Airtel.
Putting regulators, ministries, and the three operators who carry the vast majority of Indian mobile traffic in one room is a practical arrangement rather than a ceremonial one. The first group provides rules, the second capability, and the third reach.
Speed is the other requirement. Fraudsters revise their methods within days. A campaign that begins with text messages migrates to automated voice calls, then to impersonation on social platforms. Intelligence shared slowly is intelligence shared after the fact.
Britain’s Own Ledger
The United Kingdom has committed more than £250 million between 2026 and 2029 to a new Fraud Strategy covering individuals and businesses. Part of that money went to the Online Crime Centre, opened in April 2026, which brings together specialists from government, policing, the intelligence agencies, banks, mobile networks, and major technology firms in one operation.
A Telecoms Fraud Charter is under development, intended to encourage the industry to adopt AI and other measures voluntarily, and a new Report Fraud service has been added to the public side of the response. Taken together, these suggest a government trying to stop waiting for victims to come forward and to start noticing the activity earlier, inside the systems the criminals depend on.
What Britain has lacked is depth of exposure to the sheer volume and variety of scams now circulating in India. What India gains is a partner some distance ahead on regulatory design and on the uncomfortable questions about automated decisions. Both countries are also preparing a Connectivity and Innovation Centre and a Joint Centre for AI under the 2024 Technology Security Initiative, which may give this cooperation a permanent address.
What the Agreement Does Not Promise
Nothing in the announcement creates a shared database, a joint police operation or any automatic exchange of customer information. No particular AI tool is named, and no technical system is required of operators. Future pilots, information-sharing arrangements, and industry standards would each have to be negotiated separately and would have to satisfy the law in both countries.
The honest description is that two governments and one industry association have agreed on a place to talk, and on what they will talk about. That sounds modest. Against a crime that already moves faster than either country can respond alone, it is the part that was missing.
As AI improves, messages will become more convincing, impersonations harder to detect, and attacks cheaper to run at scale. The same tools will have to be pointed the other way. Whether that happens depends less on the technology than on whether the people who run the networks keep meeting the people who write the rules.
